Job Summary
Minnesota State Services for the Blind (SSB) has been serving blind, visually impaired and DeafBlind Minnesotans since 1923. It does so with a staff of 110 dedicated personnel, over 650 skilled volunteers, an active State Rehabilitation Council for the Blind and a host of community partners. Each year SSB assists thousands in leading full, active and productive lives. Come be part of a great organization in a great state. SSB is located separately from the DEED Central Office.
The incumbent will be responsible for developing a fiscal handbook and will coordinate a training plan for fiscal support staff. This position interacts with the Administrative and Fiscal Services at DEED’s central office. This position is responsible for assisting the Accounting Officer Principal with planning, developing and coordinating the budget for SSB's programs and grants. This position is also responsible for planning, developing and overseeing SSB's client and administrative financial management systems, in coordination with the Accounting Officer Principal. It directs SSB's internal and external audit program and is responsible for preparing the biennial budgets, financial models for long range planning, forecasting, and assessment for all programs within SSB. For the right person, this is an exciting position with many different facets that will provide challenge and allow you to use ingenuity in your everyday work.
Minimum Qualifications
Three (3) years of professional level accounting experience.*
Knowledge of Generally Accepted Accounting Principles (GAAP) and their relationship to fiscal compliance.
Ability to utilize electronic spreadsheets and other digital tools in order to prepare and present complex fiscal reports.
Ability to analyze data, information and current legislation to evaluate potential financial impacts for SSB operations and programs.
Ability to demonstrate attention to detail in order to process complex accounting tasks.
*A bachelor’s degree in accounting, business, finance or a closely related field as determined by the agency can substitute one year of experience; master’s degree substitutes for 18 months of experience; PhD substitutes for 24 months of experience.
Preferred Qualifications
Experience with federal financial reporting. 
Experience in managing funding sources with different rules and requirements including federal grants, state appropriations, and gifts/donations.
Experience in rate-setting, budgeting, cost allocation, financial forecasting and trend analysis.
Experience in the state biennial budget process to participate and advise SSB management.
Experience with State of Minnesota contracting, billing, and collection processes.
Experience in State Wide Information and Financial Transactions System (SWIFT) to access, interpret, and evaluate data and to develop and improve formats for presentation of financial data.
Knowledge of planned giving programs including bequests, gifts, and donations.
Knowledge of the case management system Workforce One and how it integrates with SWIFT for client financial purchases.
