Job Summary
This position will be located in the Northwest region of Minnesota in either the Roseau or the Thief River Falls Vocational Rehabilitation Services Office. Location will be dependent on the candidate selected. Travel is required throughout the region and includes outreach to school districts in the counties of Kittson, Roseau, Lake of the Woods, Marshall and Pennington.
This position will ensure the application of applicable laws, regulations and DEED/VRS policy in planning and implementing Pre-Employment Transition Services (Pre-ETS) for students with disabilities who are potentially eligible for VRS services. The incumbent assists students to have experiences that allow for early job exploration and enrich their transition planning. Specifically, the incumbent in this position:
•Conducts outreach to schools and recruits students for Pre-ETS services;
•Identifies individual needs and provides Pre-ETS services to students;
•Refers students to Pre-ETS contractors for Pre-ETS services as needed;
•Implements Pre-ETS Coordination Services and follows up as needed;
•Participates in professional development and training.
This position serves as a coordinator for services for transition-age students who need Pre-ETS (regardless of VR application status), and meet other requirements as specified in the Rehabilitation Services Act of 1973, as amended by the Workforce Innovation and Opportunity Act. The incumbent collaborates with Rehabilitation Counselors and partner agencies in supporting students with disabilities.
Travel is required with significant travel to assigned area schools and businesses.
JOB DUTIES include:
1. Conduct outreach to schools and recruit students for Pre-ETS services. Ensure compliance with federal and state laws, regulations, and DEED/VRS policy, and assist students and the Pre-ETS program in meeting targeted outcomes.
2. Identify needs and provide Pre-ETS services to students with disabilities. Ensure compliance with federal and state laws, regulations, and DEED/VRS policy, and assist students and the Pre-ETS program in meeting targeted outcomes.
3. Refer students to Pre-ETS contractors for services as needed and ensure desired results are delivered. Ensure services are delivered per student needs and that required reporting takes place.
4. Implement Pre-ETS Coordination Services, and follow-up as needed. Ensure compliance with federal and state laws, regulations, and DEED/VRS policy, and assist students and the Pre-ETS program in meeting targeted outcomes.
5. Participate in professional development and training to maintain an excellent standard of service to students with disabilities.
Minimum Qualifications:
Bachelor's degree in Rehabilitation Counseling or in a social services field (including Education)
OR
Bachelor's degree in any field plus two years experience providing employment related services for persons with disabilities.
Excellent human relations skills are required to build cooperative working relationships with the student as well as partners (including local schools) in the provision of Pre-Employment Transition Services. 
Preferred Qualifications

Experience working with youth - including youth with disabilities.  

Experience in providing career/employment related services.
