Our Statewide Investment Management Section is recruiting for a statewide programs analyst to provide expert level consultation on the administration, policy, program and management aspects of the various programs within the section. Apply today!

A day in the life:
  • Represent ODOT to local governmental agencies, state and federal agencies, grant recipients, private organizations and the public on program issues.
  • Provide expert level consultative advice on the administration, policy, program and management aspects of the various programs and agency operations.
  • Provide independent and comprehensive policy analysis of the Connect Oregon Program and other statewide programs.
  • Plan and manage comprehensive research studies to evaluate policy and operation in support of the programs.           
  • Research current trends in areas affecting project development and delivery, formulate policy and design operational systems to support policy direction for the agency.
  • Write or revise policy to mitigate operational risks and lead task forces to develop new policy, address organizational improvements and make changes to policy, and state and federal law.
  • Direct, plan and lead program activities with state, federal and local governmental agencies to plan for future allocations of STIP, Connect Oregon and other funding sources.
  • Provide consultative advice to ODOT executive management and local governmental agencies utilizing federal or grant funding to plan program services, develop new programs and ensure that appropriate processes are in place to meet funding requirements.
  • Analyze, research and interpret regulations and policies.
  • Provide consultative advice to ODOT staff involved in planning and implementing local agency funding, project delivery and performance measurement policies.
  • Act as the section’s statewide technical expert for the development, maintenance and renewal of applicable statewide intergovernmental agreements.
  • Work is primarily performed in a typical office environment with occasional work required at locations statewide.
  • Occasional travel is required to attend meetings statewide.

What we need:
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work related to program management.
 
OR
Any combination of experience and education equivalent to seven years of progressively-responsible experience related to program management.

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.
