Position Description
Under the direction of the Chancellor, the Vice Chancellor of Finance and Administration (the Chief Financial Officer) provides leadership for the development and implementation of business and fiscal services necessary to support the mission of the District. The Vice Chancellor has a leadership role in the development of both short and long range strategic planning; plans, organizes, coordinates, directs, and conducts financial, budget, and business related activities; and actively facilitates the development of District fiscal and business policies. The Vice Chancellor provides oversight and leadership for the following departments: Budget/Fiscal Services; Accounting; Purchasing; Facilities; Maintenance and Operations/Custodial; Construction Management; Contracts; Information Technology Department.

Job Duties
1. Serves as the Chief Financial Officer for the District; responsible for the overall financial management and business functions of the District.

2. Provides leadership and is ultimately responsible for the coordination, development and preparation of the District’s annual budget; provides reports, statistical and financial data as required to provide budget status information and support in new budget preparation; provides budget assumptions and develops revenue projections.

3. Responsible for the District’s annual audit, ensuring that local and state timelines are met for producing a timely audit. Coordinates the external audit process and insures the proper application of internal control processes.

4. Performs financial asset management and exercises oversight and administration (accounting and auditing) of bond issuance, bond funds and investments; oversees the implementation of bond funds; and, facilitates key finance/budget committees and discussions.

5. Exercises oversight of the Accounts Payable Unit ensuring accurate and timely disbursements.

6. Coordinates the fiscal aspects of the employee benefit programs, including employee health and welfare programs, tax shelters and annuity plans, and the deferred compensation plan.

7. Designs and implements a budget process that is transparent to the Board of Trustees and to the community at large.

8. Provides fiscal and budgetary support in collective bargaining activities related to compensation benefits, and areas requiring financial resources.

9. Directs the development and maintenance of an on-going banking management plan.

10. Plans, directs, and participates in the design and implementation of improved fiscal procedures for the District.

11. Meets regularly with the college administrators and makes recommendations on matters of budget development, implementation, and administration.

12. Provides leadership in the formulation of the District’s business practices, and assistance in the preparation and expenditures of the college’s annual operating budgets.

13. Plans for and directs accurate and appropriate compliance with all State, Federal, and local laws, Board policies and regulations governing the financial operations of the district.

14. Supervises the operation of the District’s revolving cash fund and for making transfers between District funds maintained in the city/county treasury.

15. Ensures the completion and filing of claims for various special projects.

16. Coordinates the management of the enterprise financial system and the assessment and review of new computer applications and systems that affect the financial, instruction, and student services operations of the district.

17. Directs the development and implementation of the District’s Chart of Accounts and insures that compliance and reporting requirements will be met.

18. Directs the creation and production of financial statements and reports. Supervises the maintenance of records of expenditures, including the income and balances of all appropriations. Oversees the preparation of quarterly financial statements.

19. Responsible for fiscal oversight of District contracts.

20. Represents the District at state and national meetings and conferences dealing with budget and financial services issues.

21. Coordinates District-wide facility planning activities, including new construction, remodeling or renovation, bid development, funding requests, development and implementation of facility planning guidelines and criteria; oversees District construction, remodeling and site improvement projects; responsible for maintenance and repair of District facilities, grounds and utility systems; coordinates District’s energy conservation program; develops, maintains and updates a variety of facility assessment, condition and utilization reports; prepares comprehensive project cost estimates, including staffing, coordinates the development of college capital outlay priorities.

22. Along with the Vice Chancellors of Academic Affairs and Student Affairs, recommends a schedule to meet annual FTES goals, and monitor the enrollment management efforts.

23. Coordinates with Research Office to ensure that District planning, program review, and strategic planning are integrated in the budget planning process.

24. Participates collegially on City College of San Francisco Participation Governance Committee and facilitates other district governance committees pertaining to finance and general services.

25. Attends Board of Trustee meetings; make presentations and submit reports and action items related to areas of responsibility.

26. Promotes a work culture of customer service, innovation, and quality service to students, staff, and the community.

27. Performs other duties as assigned by the Chancellor.

Minimum Qualifications
Minimum Requirements
1. Earned Master’s degree or higher from an accredited college/university in business administration, accounting, finance, economics, or a related field.
OR
Bachelor’s degree from an accredited college or university in business administration, accounting, finance or related field; plus ten years increasingly responsible experience as a chief financial officer in a public service agency.

2. Demonstrated knowledge, skills, and abilities in working with faculty, staff, and students as well as community groups of diverse academic, socioeconomic, cultural, sexual orientations, disability, and ethnic backgrounds.

3. Knowledge of educational institutions’ operations, related laws, regulations, public policies, and business and administrative practices.

4. Six to eight (6-8) years of increasingly responsible experience in administration of accounting, finance, business, or other related areas.

5. Highly effective leadership, communication (oral and written), presentation, and advocacy skills.

Desirable Qualifications
Desirable Qualifications:

1. Administrative experience in business functions in a public or private educational environment.

2. Familiarity with integrated and complex financial and human resource computer information systems.

3. Eight plus years of experience in an administrative leadership role.

4. Knowledge of State and Federal laws, and Title IV that have an impact on community colleges.

5. Knowledge of Argos reporting system.

6. Experience working in a multi-ethnic and multi-cultural educational environment.

7. Demonstrated ability to communicate facts and ideas in writing and orally.

8. Knowledge of governmental accounting, budgeting, and auditing principles; financial analysis including statistical analysis and use.

9. Demonstrated knowledge of Federal and State laws and regulations pertaining to public and higher education.

10. Demonstrated successful experience in supervision, budget development management and evaluation, personnel evaluation, program development, retention and enrollment development, and management-related activities.

11. Demonstrated experience with collaboration, consensus building, conflict resolution, and problem solving.

Benefits
Compensation: Total compensation includes a health insurance plan.

New employees hired on or after January 1, 2014, contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
