Job Summary
This position exists to perform duties in support of DEED’s centralized procurement process. On behalf of the agency, this position is responsible for procuring goods and services while ensuring fair and open competition; compliance with all federal, state, and internal laws, rules, policies, and procedures; and transparency all while maintaining a commitment to social and environmental responsibility. The position also assists in managing the agency’s purchasing card, mobile device, and fleet programs.
Minimum Qualifications
Two years of work experience in a procurement, legal, or similar setting. An Associate’s Degree in Accounting, Finance, Business, or closely related field may substitute for (6) six months of experience. A Bachelor’s Degree in Accounting, Finance, Business, or closely related field may substitute for (1) one year of experience.
Work experience must clearly demonstrate:
  • Knowledge or experience with purchasing
  • Developing and/or evaluating procurement specifications, or
  • Issuing purchase orders and/or contracts
Strong communication skills sufficient to explain procedures and instructions and to establish and maintain effective working relationships with vendors, agency program staff, and other staff throughout the state enterprise.
Knowledge and ability to apply basic math skills.
Strong computer experience with programs such as Microsoft Office; specifically Excel and word.
Organizational skills sufficient to maintain attention to detail, plan purchases, prioritize work, and maintain appropriate documentation.
Preferred Qualifications
Knowledge of State of Minnesota accounting codes and the SWIFT system.
$25,000 Authority for Local Purchasing (ALP) certification.
Knowledge of state statutes and Minnesota State policies and procedures.
Knowledge of contract law and its general application.
Bachelor’s Degree in Accounting, Finance, Business, or closely related field
