Sheriff's Director of Support Services

The Office of the Sheriff is recruiting to fill a Personnel Director position within the Office of the Sheriff's Administrative Services Division. 
 
The Contra Costa County Office of the Sheriff enjoys an outstanding reputation as one of the most professional, progressive agencies in the United states. The Office is the largest law enforcement agency in Contra Costa with over 1,100 sworn and professional employees dedicated to providing the highest level of law enforcement and customer services. 
 
The Director of Support Services will lead a team of professional human resource staff supporting the mission of the Office of the Sheriff by providing human resource services including recruitment and examination, classification and compensation.

What you will typically be responsible for:
·        Managing the preparation of personnel documents and maintenance of personnel records.
·        Preparing, monitoring and analyzing management and statistical information and reports and making recommendations on findings.
·        Managing assignments of subordinate Administrative Services Assistants and clerical staff.
·        Preparing a variety of studies, reports and correspondence.
·        Assisting in the development and maintenance of department personnel management policies and procedures.
·        Overseeing all Office of the Sheriff recruitments, both sworn and professional staff.
·        Conferring with and representing the department in contacts with other county departments, police agencies, public jurisdictions and private firms and individuals.
·        Facilitating positive employee and labor relations.

Typical Tasks
Administration (Payroll and Grants):
·        Analyzes and evaluates contracts and budgets
·        Prepares a succinct description of the contract program in the format of a Board Order and submits it for approval
·        Maintains contract and grant documentation in accordance with County policy and government regulations
·        Monitors and reviews pertinent State and Federal programs and regulations which impact upon contracts and grants to insure compliance
·        Compliance monitoring and reporting to ensure grants adhere to contractual provisions throughout the grant period
·        Confers with and represents the Office of the Sheriff in contacts with other county departments, police agencies, public jurisdictions, and private firms and individuals
·        Attends meetings and conferences and prepares correspondence
·        Prepares formal extensions and amendments to existing contracts
·        Manages assignments of Account Clerks and Accounting Technicians
·        Prepares, monitors, and analyzes management and statistical information and reports and makes recommendations on findings
·        Interpret and apply union memorandum of understandings, county, state, and federal payroll laws, rules, regulations, guidelines and manuals
·        Oversees the maintenance of the Office of the Sheriff's payroll management system

Administration (Personnel):
·        Manages assignments of subordinate Administrative Services Assistants and Clerical staff
·        Manages Long Term Leave, Family Medical Leave Act, and Temporary Modified Duty Programs
·        Facilitates positive employee and labor relations
·        Coordinates and investigates requests for reasonable accommodations/temporary modified assignments
·        Oversees all Office of the Sheriff recruitments, both sworn and non-sworn
·        Coordinates Worker's Compensation; liaison with Risk Management
·        Manages the preparation of personnel documents and maintenance of personnel records
·        Performs staff analysis and administrative duties
·        Prepares, monitors, and analyzes management and statistical information and reports and makes recommendations on findings
·        Confers with and represents the department in contacts with other county departments, police agencies, public jurisdictions and private firms and individuals
·        Attends meetings and conferences and prepares correspondence
·        Advises departmental personnel on general merit system administration and polices
·        May conduct investigations relative to employee grievances and meets with employee organization representatives and employees on grievance matters
·        Assists in the development and maintenance of department personnel management policies and procedures
·        Prepares a variety of studies, reports and correspondence
·        Supervises the maintenance of the Office of the Sheriff's position control system
Minimum Qualifications
License: Possession of a valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's license will be accepted during the application process.
Education: Possession of a Bachelor's degree from an accredited college or university with a major in business administration, public administration, administration of justice or a closely related field.
Experience: Three years of full-time or its equivalent experience managing, administering support services, and performing staff analysis in a large department, institution or public agency.
Substitution: Successful completion of at least 60 semester or 90 quarter units from an accredited college or university which included courses in English Composition, Social Science, Behavioral Science and Mathematics or Statistics and two (2) additional years of the required experience may be substituted for the required Bachelor's degree.

Selection Process
1.   Application Filing: All applicants must apply on-line at www.cccounty.us/hr and submit the information as indicated on the job announcement and supplemental questionnaire by the final filing date.
2.   Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
3.   Written Exercise: Qualified candidates will be given a behavioral consistency writing exercise to measure candidates' competencies as they relate to the job. These may include, but are not limited to: Legal and regulatory navigation; attention to detail; managing performance; driving results; leadership; decision making; professional integrity and ethics; mathematical facility; innovation; displaying ownership and accountability; building and maintaining relationship and communication. (Weighted 100%)

Tentative Schedule: The Written Exercise will be sent to qualified candidates via email on April 22, 2020, to be submitted April 28, 2020.
The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices. 
 
CONVICTION HISTORY
After you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with Contra Costa County. If you accept a conditional job offer, the Human Resources department will contact you to schedule a fingerprinting appointment.
 
DISASTER SERVICE WORKER
All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
