Ford Project Technical Lead

General Duty Statement
This position will serve as a Liaison for all technical aspects of the first phase of construction of the Ford project. The person in this position will coordinate with the Departments of Safety and Inspections (DSI), Parks, Public Works, Planning and Economic Development (PED) and the Office of Financial Services to ensure the work is being completed to specifications, consistent with the Redevelopment Agreement between the City and Ryan Companies, and within budget. This position will also work closely with an Owner's Representative Consultant and the TIF Debt Manager in PED to approve TIF payments, verify expenses are TIF eligible, and bills are accurate.

The Technical Lead will supervise consultants hired by the City, who will be implementing street design and construction and will coordinate closely with the Sewer Utility and their consulting staff. This position will work on site with the developer's inspection team to ensure City construction policies and best practices are followed. As the project intersects with other government agencies (Met Council, State of Minnesota) this position will also be responsible for coordinating with their staff as needed.

Typical Duties Include: 
  • Works in consultation with DSI on Site Plan Reviews. 
  • Manages consultants hired to assist in plan review and construction inspection oversight. 
  • Decisions regarding the project implementation will be made and documented, including factors considered, how it was made, who was involved, including any financial implications, then ensuring decisions are approved by the developer and appropriate City Staff. 
  • Resolves all issues and conflicts between the developer and the City related to the Site Improvement Plan Agreement (SIPA) and Redevelopment Agreement. 
  • Works closely with Owners' Representative Consultant and Executive Director to update the Cabinet Directors, Deputy Mayor, and Mayor to keep them informed of the progress of the project. 
  • References and verifies that various design elements are included in the Redevelopment Agreement and/or Site Improvement Plan Agreement. Acts to resolve and document any disputes that arise about what is and isn't included in the agreements. 
  • Oversees and manages all technical aspects of the project related to design and construction of public infrastructure being proposed and installed on the Ford Site. 
  • Must be present on-site during construction to ensure city policies, procedures and standards are being followed. 
  • Reviews and authorizes contractor payment requests. Tracks and approves those elements which are TIF eligible in consultation with the Owners' Rep. 
  • Coordinates with other agencies for requirements, agreements and/or permits that may be needed to move the project forward. 
Skills Needed: 
  • Solid technical knowledge of the construction industry. 
  • Knowledge of City infrastructure requirements and specifications. 
  • Strong communication skills with internal and external constituents (City employees and Ryan Companies). 
  • Ability to keep necessary individuals informed of progress as well as timely escalation of issues when needed. 
  • Strong decision-making skills. 
  • Active listening skills. 
  • High level planning and organizational skills to track the project. 
  • Strong skills around negotiation and diplomacy.

Requirements
College graduation in civil engineering and ten years' professional engineering experience, at least two years of which must have been as a Civil Engineer IV or equivalent in engineering fields utilized in Public Works. (No substitution for education.)

Must be registered as a professional engineer in the State of Minnesota.

The anticipated duration of this project is 2-5 years.
