Assessment Programs Manager

THE POSITION
The Hennepin County Assessor's Office is seeking an Assessment Programs Manager to direct the fair and equitable extension of classifications, exemptions, exclusions and deferrals to all property's.

The Hennepin County Assessor's Office estimates property values in Hennepin County and sets classifications for tax purposes. The County Assessor's Office also provides guidance and oversight with interpretation and policy development to assessors who are not part of the county. This position will provide supervision to staff in the Assessment Administration Division.

Effective January 5, 2020, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range

Location and hours:
This position is located in downtown Minneapolis at the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487. Work hours will be Monday through Friday, between the hours of 8:00 a.m. - 4:30 p.m.

In this position, you will:
  • Supervise and instruct employees in tax law and assessment procedures.
  • Provide leadership, planning and coordination of all facets of division responsibilities in maintaining standards and practices for records, and information and retention management within office administrative operations.
  • Handle difficult individual and group assessment problems.
  • Direct the homestead and exemption appeals and investigations.
  • Plan and allocate resources to meet statutory mandates to best achieve optimal functionality and efficiency.

Need to have:
  • One of the following:
  • Bachelor's degree or higher in business administration or other field appropriate to the position and five years or more experience related to organizational operations or programs, or a specialty area appropriate to the position. 
  • Nine years or more of experience related to organizational operations or programs, or a specialty area appropriate to the position. 
Nice to have: 
  • Experience:
  • Performing in a lead/supervisory role.
  • Working with tax law and assessment procedures.
  • Working with legislation implementation of changes required by new legislation.
  • With exemptions and classification issues.

Property taxes are used to pay for local government services. In some municipalities the city assessor, rather than the county, determines property values.
