Emergency Management Specialist

General Duty Statement

Performs professional level work to assist in designing, coordinating, conducting, and evaluating emergency management exercises of the City's Emergency Operations Plan, Hazard Mitigation Plan, Continuity of Operations Plan, and Disaster Recovery Plan to ensure timeliness and effectiveness of response. Assists with developing, coordinating, and integrating the City's emergency and contingency planning efforts. Provides public education and assists with the coordination of volunteer programs. Fosters effective working relationships among City departments and local, county, state, and federal agencies engaged in emergency management and homeland security initiatives. Builds partnerships and promotes corporate, family, and personal disaster preparedness with schools, businesses, public and private organizations, and citizen groups. Performs related duties as required.

Requirements

Requirements may be met by one of the following:
  • A Bachelor's Degree and one (1) year of emergency management and/or homeland security experience
  • An Associate's Degree and two (2) years of emergency management and/or homeland security experience

Must attain Minnesota Basic Emergency Management Certificate within one (1) year of hiring and must maintain this certification throughout employment.

Incumbents in this position may specialize in emergency management planning, grants management, training and exercise coordination, or public education.

Initial and continued employment is contingent upon passing a background check and maintaining the appropriate security clearance.

Qualifications Rating: The Qualifications Rating is an assessment of your completed application and answers to Supplemental Questionnaire. Be as specific and detailed as possible in completing your application and questionnaire. You must submit your completed application and supplemental questionnaire by the application deadline.

GENERAL INFORMATION:

Open Job Posting: This posting is open to anyone who meets the position requirements.

Eligible Lists: Eligible lists typically are created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately one year. Hiring Managers may interview/hire anyone from the list.

Final Selection Process: A Hiring Manager will consider applicants placed on the list of eligible candidates. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.  

Condition of Employment: This position requires a St Paul Police Department background check and submittal of proof of education as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer. The City of Saint Paul encourages individuals to apply for positions regardless of criminal history.
