Job Summary
This position will perform duties associated with writing and issuing permits for implementing the National Pollution Discharge Elimination System (NPDES) and the State Disposal System (SDS) program in the Industrial Division. The work includes meeting with project proposers prior to and after application submittal, review of application forms and related documentation, preparation and issuance of NPDES/SDS permits for surface water, land, or sub-surface wastewater discharges and appropriate database management and record retention work.

Minimum Qualifications:
Candidates must clearly demonstrate the following qualifications:
Bachelor's degree in Environmental Science, Conservation, Biology, Chemistry, or related field OR Two (2) years of professional-level environmental protection experience.
Demonstrated strong technical writing skills.
Basic computer skills with proficiency in Microsoft Word and exposure to Microsoft Excel and Microsoft PowerPoint.
Ability to gain a complete understanding of the environmental regulatory process and procedures.
Communication and human relations skills to interact effectively with stakeholders and team members.
Problem-solving skills to successfully resolve technical matters and bring projects to conclusion.

Preferred Qualifications:
Wastewater-related experience in either permitting, compliance and enforcement, or other similar water quality experience to include wastewater treatment facility operations and the NPDES/SDS.
Demonstrated planning, coordination, communication and writing skills.
An understanding of state and federal environmental laws, rules and regulations applicable to water quality.
Demonstrated ability to communicate effectively with representatives of government agencies and industrial facilities.
Experience with public speaking and presentation skills.

Physical Requirements
Requires the ability to perform field work, traversing uneven terrain in diverse weather conditions.

Additional Requirements
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check.
Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
