SAP HCM Supervisor (Information Systems Supervisor)

The Bureau of Technology Services is seeking a SAP HCM Supervisor (Information Systems Supervisor) to join their team.

The Information Systems Supervisor position in Business Technology Solutions (BTS) is responsible for an Enterprise System Solutions (EBS) functional team. This position is accountable for supporting the SAP system's Human Capital Management (HCM) modules to deliver and support innovative, integrated, cost effective enterprise solutions that meets the needs of the City of Portland. The I.S. Supervisor will supervise, assign, review and participate in the work of assigned staff. This role will also ensure work quality and adherence to established policies and procedures and may perform the most complex tasks in the assigned area of responsibility. Responsibilities include, but are not limited to: 
  • Regularly meet with bureau owners and stakeholders to collaborate and understand their needs, strategic outlook and objectives to help develop the SAP technology roadmap and deliverables to support the City's goals with enterprise solutions.
  • Plan, prioritize, and review the work activities of the HCM functional team, identifying resource needs including SAP technical resources and other BTS teams to properly source and allocate work efforts appropriately. 
  • Understand technology trends, SAP's strategic roadmap including developing new or improving existing processes to support cloud solutions and other emerging technologies.
  • Oversee incident management including the monitoring of SAP support tickets to assure they are being addressed within the defined timelines with a clear resolution.
  • Support yearly patch activities by guiding the team to research, analyze, apply and test SAP support packs ensuring that the system and security is compliant with federal, state, local, and industry rules/regulations as relevant to the City's bureaus. 
  • Provide and coordinate staff training, employee development plans, performance management, coaching, and annual performance reviews.
  • Oversee and participate in the configuration, set up and testing of complex projects, system enhancements and key initiatives to expand and improve the SAP landscape. Monitor to ensure delivery is on time, on budget and meets the objectives of the project.

 TO QUALIFY:
The following minimum qualifications are required for this position:
  1. Knowledge and experience working with the SAP system including HCM configuration, implementation, business process analysis, and the system design lifecycle process, as well as understanding the integration points between the modules and their dependencies.
  2. Knowledge and experience applying business expertise in human resource processes and procedures including payroll. (Knowledge and experience in the public sector including both represented and non-represented employees is desirable, although not required.).
  3. Skill and experience applying leadership skills utilizing highly developed interpersonal and motivational skills to promote a collaborative, team-oriented environment built on trust, a shared vision and commitment to delivering value.
  4. Ability and experience translating business requirements into business solutions including functional specifications.
  5. Ability and experience utilizing excellent verbal and written communication skills while interacting professionally with multiple and diverse bureau leads, subject matter experts, technical resources to promote and gain consensus on system enhancements, new technology and proper use of the system to ensure the SAP system is meeting business needs.
  6. Ability and experience utilizing strong analytical and problem-solving skills to proactively anticipate impacts to the business areas of responsibility and provide feedback to key decision makers.
