Revenue & Tax Specialist IV

The Bureau of Revenue and Financial Services is seeking a couple of Revenue & Tax Specialists IV to join their team.

This recruitment will remain open until 75 applications have been received or until the posted closing date, Monday, July 22, 2019, whichever comes first.  Applications received after the 75 application limit has been reached will not be included in this recruitment process. 

There are two Revenue and Tax Specialist IV positions. One is a limited term position currently funded through June 30, 2020 on the Account Management Team. This position is responsible for collections, accounts receivable and cash management-related functions, such as gathering and collecting income tax information and payments, managing past due accounts and receivables to obtain payment and compliance, while working with taxpayers and responding to requests for general assistance. Additional duties include entering business and individual tax information into the appropriate computer system; making corrections and preparing billings and/or correspondence; verifying the accuracy of data functions; calling delinquent taxpayers to compel compliance with tax requirements, including obtaining payment of outstanding tax balances due; and assisting senior staff and auditors in review of state, federal, City of Portland and Multnomah County documents.

Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.  

The other position is in the Transient Lodging Tax program of the Tax Division. This position is responsible for enforcing three separate City Code sections (PCC 6.04, 7.02 and Title 33) as they relate to Short-Term Rental (STR) businesses. Additionally, this position is responsible for enforcing PCC 6.04 on non-compliant online travel platforms. This position may also provide backup to the transient lodging tax program including data entry, making tax deposits and providing customer service.

Both Revenue and Tax Specialist IV positions provide a variety of tax and accounting-related technical support functions with duties varying with business and tax cycles, and may involve assignments in any of the Revenue Division programs administered by the Tax Division.

 TO QUALIFY:
The following minimum qualifications are required for this position.  Applicants must specifically address and demonstrate how their education, training and/or experience, meets each of the following minimum qualifications. (Please see "Application Instructions" below.)
  1. Knowledge and experience applying tax codes, policies, laws and accounting procedures.
  2. Ability and experience explaining complex tax concepts and helping customers understand complex laws or rules and financial calculations.
  3. Ability and experience providing excellent customer service.
  4. Skill and experience analyzing tax returns or other financial documents.
  5. Ability and experience collecting past due receivables.
Applicants must also possess:
     • Ability to successfully pass an in-depth background investigation.
