Senior ERP Business Analyst

Summary
The primary purpose of this position is responsibility for assisting with the planning, development, training/adoption and maintenance/support of the Enterprise Resource Planning (ERP) system and business process. The incumbent customizes and configures the applications, workflow and business process to allow the integration of applications to support the needs of the Agency. The incumbent also works on complex ERP projects, develops efficient/effective processes and ensures client needs are met through project management and analysis.
 
All activities must support the Minneapolis Public Housing Authority’s (“MPHA” or “Agency”) mission, vision and values.
 
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
 
·        Manages, develops and maintains the function and technology of the ERP system; maintains partnerships with the ERP and third-party vendors; supports the ERP system daily and involves the vendor support as needed.
·        Provides regular ERP upgrade planning, support and technical leadership to maintain a current ERP system.
·        Consults with key stakeholders in a proactive manner to establish project scope and timeline.
·        Develops detailed business requirements document (BRD) with input from process owners, subject matter experts (SME), and other stakeholders.
·        Provide applications design and architectural support on projects work with ERP system SMEs.
·        Responsible for quality assurance testing of the solution. Ensures that the scope, contract and business requirements are met.
·        Creates and manages project plans, ensures team accountability of the plan, and is responsible for key project constraints: scope, resources, schedule, budget, quality, risks, and issues.
·        Establishes communication plans including internal meetings, statuses with key stakeholders, and other communication as required during the project.
·        Evaluates alternative approaches with key stakeholders with a focus on value.
·        Elicits regular feedback from Agency stakeholders regarding effectiveness and operation of the ERP system; and makes recommendations for enhancements, improvements and changes.
·        Collaborates with consultants and vendors to optimize ERP system performance and determines scope/priority of ERP system enhancements as necessary.
·        Responsible for a “change control” process throughout the project lifecycle, proactively monitors and controls any change in scope, and elicits approval or resolution of any changes among all internal and external stakeholders.
·        Develops partnerships to understand process and automation needs of MPHA, and to support department and Agency systems.
·        Partners with IT team and other MPHA departments to ensure that Agency needs are met through the ERP system. Partners with ERP system vendor to maintain expertise in the ERP system functions and regularly communicates with IT team and required users.
·        Develops and maintains ERP system and process documentation for MPHA. Responsible for ensuring process and automation adoption for the effective and efficient use of the ERP system to support the mission of MPHA.
·        Provides and maintains ERP system and process training for MPHA users and ensures capabilities are effectively used.
·        Performs other related duties as assigned.

Education and/or Experience
 
Bachelor’s Degree in information technology, management information systems, computer science, or related field and a minimum of five (5) years of experience with: ERP-related or enterprise class system experience in a business or technical capacity; managing a business project involving cross-functional team members; developing training materials and presenting technology-related training sessions to end users; and evaluating technology solutions and presenting results and recommendations. Must have experience working with Windows operating systems or public housing software applications. An equivalent combination of education and experience may be considered.
 
Some positions may require possession of a valid driver’s license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority’s automobile insurance plan at the standard rate. Must pass a criminal history background check.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have previous exposure to and understanding of ERP functions used in a government or regulated industry function. Must have the ability to learn other computer software programs as required by assigned tasks.
