This posting may be used to fill multiple vacancies. 
This position is responsible for providing professional level human resource management services for the Department of Revenue in the areas of recruitment and selection, job classification, employee misconduct investigations, and interpretation and administration of labor contracts and plans.
This position is also responsible for administering employee benefits, FMLA and other leaves; new employee orientation; workers’ compensation; and the initiation of employee transactions.
 Duties include:
  • Coordinate selection and recruitment activities for assigned divisions 
  • Provide assistance and advice to supervisors, employees, and the public regarding state personnel policy and procedure, application of union contract language, and personnel law/rules
  • Evaluate positions to determine appropriate job classification
  • Assist in development and delivery of training on various HR-related topics
  • Assist in development/revision of personnel-related policy/procedure
  • Participate in collective bargaining planning sessions and supplemental negotiation meetings.
  • Monitor and maintain the agencies workers’ compensation plan.
  • Assist with routine employee misconduct investigations

Qualifications

Minimum Qualifications:

Bachelor's degree in Human Resources or related field of study; OR 18 months of experience in human resources at the para-professional level.
Applicants who meet the above experience requirements will be further evaluated based on the following:
  • Analytical and decision-making ability sufficient to evaluate and summarize information, research HR issues, and make sound recommendations or decisions
  • Problem-solving ability sufficient to recognize problems, identify causes, develop and evaluate alternatives, and recommend and implement solutions
  • Reading comprehension ability sufficient to understand, apply and interpret laws, regulations and procedures, and understand and effectively carry out complex directions
  • Knowledge of principles and practices of human resource management in the areas of recruitment and selection, workers' compensation, FMLA, FLSA, job classification, compensation, affirmative action, labor relations, etc. 
  • Communication skills sufficient to explain processes and decisions, respond to inquiries, develop and deliver training, and compose written reports
  • Ability to set priorities, plan and organize work
  • Ability to build relationships and work productively with a variety of customers, partners, and stakeholder
  • Human relation skills to handle sensitive, controversial, and confidential issues
  • Computer skills including Microsoft Excel, Outlook, PowerPoint, SharePoint, and Word
  • Ability to juggle multiple tasks

Preferred Qualifications:

  • Bachelor's degree in Human Resource Management
  • Human Resource Professional Certificate
  • Ability to analyze proposed courses of action and recommend alternatives
  • Knowledge of State of Minnesota personnel laws, rules, administrative procedures, labor contracts and plans, and the ability to apply them appropriately
  • Knowledge of Minnesota Department of Revenue operations, job classifications, and recruitment and selection processes
  • Experience applying and interpreting the State of Minnesota bargaining unit agreements and HR law, rules, administrative procedures, and processes
  • Experience providing assistance and support to managers and supervisors in recruitment and selection
  • Training or experience in SEMA4 transactions, benefits, and insurance administration
  • Experience handling workers’ compensation claims, ergonomics assessments, and OSHA reporting

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements

Prior to an offer of employment, a background check will be conducted. This will include, but is not limited to checking degrees and licensures, criminal history, and tax filing and payment history. All individual income tax filing and payment obligations must be current prior to interviewing for this position.
