Budget Analyst - Human Resources & Environmental Services Departments

The San José Environmental Services Department (ESD) is responsible for the management of solid waste collection and recycling; watershed protection and pollution prevention; municipal drinking water and recycled water; community sustainability initiatives, and the operation and infrastructure improvements of the San José-Santa Clara Regional Wastewater Facility (Facility). ESD’s mission is to deliver world class utility services and programs to improve our health, environment, and economy. Positions & Duties


The Human Resources (HR) and Environmental Services (ESD) Departments are recruiting to fill two Budget Analyst (Analyst I/II) positions located at San Jose City Hall. The positions will perform a variety

of professional level analytic duties with exceptional attention to detail.

HR Budget Analyst position: Responsibilities include, but are not limited to:

◦Development of the benefit fund programs’ budget by working closely with managers to produce the base-budget, personnel allocations and meeting other budget-related milestones during the fiscal year;

◦Edit and assist with the development of budget proposals;

◦Analyze and translate expenditure and revenue trends into reports that assist managers with decision making;

◦Produce standard monthly budget reports, at multiple levels within the program, to ensure regular review and oversight of the overall program budgets;

◦Monitor program expenditures for compliance with the adopted budget and anticipate expenditures/appropriations that might exceed budget;

◦Develop the Source and Use of Funds statements for the benefit funds by working with the Budget Office, Division Managers, and other staff within our department, by using quantitative and qualitative analysis to provide current and long-term projections as well rate impacts;

◦Identify and assist with complex problems by producing unique reports and data that help to identify and provide for the development of options /solutions;

◦Review City Council memoranda for budget implications and appropriate budget language, as needed;

◦Edit and assist with Citywide Management Performance Program process, Exit Surveys, and other Citywide programs when necessary; and

◦Perform related work as required.


ESD Budget Analyst position: responsibilities for the ESD position include, but are not limited to:


◦Development of the annual Storm Water Management program budget by working closely with managers to produce the base-budget, personnel allocations and meeting other budget-related milestones during the fiscal year;

◦Provide research and assistance during the annual audit review process;

◦Edit and assist with the development of budget proposals;

◦Analyze and translate expenditure and revenue trends into reports that assist managers with decision making;

◦Produce standard monthly budget reports, at multiple levels within the program, to ensure regular review and oversight of the overall program budgets;

◦Monitor program expenditures for compliance with the adopted budget and anticipate expenditures/appropriations that might exceed budget;

◦Develop the Source and Use of Funds statements for the Stormwater Fund by working with the Budget Office, other departments, program managers, and using quantitative and qualitative analysis to provide current and long-term projections as well rate impacts;

◦Identify and assist with complex problems by producing unique reports and data that help to identify and provide for the development of options /solutions;

◦Review City Council memoranda for budget implications and appropriate budget language, as needed;

◦Assist program staff with procurement requests for services, equipment, grants and vehicles; and

◦Perform related work as required.


While this position is located at City Hall, ESD may reassign Budget Analyst positions to other locations as necessary to best serve the operational needs of the department.

Qualifications

1. Education: Analyst I: A Baccalaureate Degree from an accredited college or university. Analyst II: A Baccalaureate Degree from an accredited college or university in Business or Public Administration or closely related field.

2. Experience: Analyst I: None. Analyst II: Two (2) years of increasingly responsible professional staff analytic or administrative experience at the level of Analyst I with the City of San José.
