Senior Contract Services Analyst
THE POSITION
The Business Solutions division of the IT department at Hennepin County is seeking a Senior Contract Services Analyst. This position will prepare contracts within budget limits established by the board, and in accordance with established county procurement policies and Minnesota Statutes; make sound business decisions when analyzing, preparing and executing contracts; and review contract performance.

Effective January 7, 2018, there will be a general salary adjustment of 2.5% to all pay steps.
The primary duties and responsibilities of this position include:
- Manage contracts for the IT department; provide expertise in all phases of contract planning, creation, collaboration, negotiation, and approval workflow
- Conduct contract lifecycle administration (amendments, strategic relationships, performance)
- Coordinate usage of the IT umbrella consulting program including: annual request for proposal (RFP) development and issuance and monitoring of program compliance
- Ensure vendor management of IT-related procurements county-wide, in collaboration with the Attorney's Office and Office of Budget and Finance, related to conformance with established intent, reasonableness and service delivery methodologies
- Monitor and evaluate contract compliance, expenditures and outcomes.
- Respond to IT vendor inquiries and conduct meetings with internal and external stakeholders
- Prepare Board Action Requests (BAR) and Requests for Administrative Approval (RAA)
Best Qualified Candidates will have:
- One of the following:
- Master's degree or higher in business administration, public administration, health care administration, public health, or a social services academic area and two years or more of contracting or purchasing experience
- Bachelor's degree in one of the above fields and three years or more of contracting or purchasing experience
- Bachelor's degree in any field with a minimum of two courses in business, public administration, healthcare administration, public health or social services and four years or more of relevant contracting or purchasing experience
- Experience:
- Managing all aspects of procurement and contracts in a public/government entity
- Procuring software, hardware, and IT services through an RFP process and low bid process
- Using various pricing models for software and related maintenance services.
- Analyzing, interpreting, and complying with state and federal statutes, rules, and regulations
- Implementing purchasing or contracting processes and negotiating contract terms and conditions
- Drafting clear, concise and legally enforceable final legal agreements.
- Using PeopleSoft for purchasing transactions
- Ability to:
- Work with the County Attorney's Office to review legal concerns and develop contract language
- Establish and maintain working relationships with internal and external partners
- Communicate verbally and in writing with all levels of internal and external stakeholders
- Analyze data and effectively use various information systems
