Statistician

The Department of Community Corrections and Rehabilitation's
(DOCCR) Policy, Planning and Evaluation (PPE) Division is seeking
a Statistician to work on a variety of research and data projects
with a specific emphasis on predictive analytics, assessment
development, norming and validation.

PPE enables the department to be immersed in evidence-based
practices by delivering empirical data that is at the core of
data-driven management. PPE services include evaluation,
planning, research and data reporting. Evidence-based practices
in community corrections includes the use of actuarial risk
assessments that are normed and validated on the population
served.

The mission of the DOCCR is to promote community safety,
community restoration, and reduce the risk of re-offense.

This position is recruitment critical and eligible for an

The primary duties and responsibilities of this position
include:
•Perform statistical analysis to norm and validate actuarial
risk assessments used to inform supervision and services.
•Conduct predictive analytics.
•Determine research methodology for conducting complex
statistical analysis including descriptive and inferential
statistics.
•Query complex relational databases to create research data
sets; use advanced computer software to analyze and generate
comprehensive written reports.
•Manage a portfolio of complex projects involving multiple
departments, programs and services.
•Build trusting relationships and sufficient understanding of
business processes and information system structure so that data
analysis is accurate and reliable for each criminal justice
partner agency.
•Make presentations of research, including findings,
interpretation, implications and recommendations targeted to the
intended audience; guide the reports through established approval
processes to final publication.
•Evaluate program results to support continuous practice
improvement.
•Recognize and respect cultural differences and provide
culturally appropriate services.
Best Qualified Candidates will have: •One of the following:
◦Ph.D. degree in criminology, sociology, statistics, education
policy, program evaluation, business administration, public
administration, research methods, or a field appropriate to the
area of specialization.
◦Master's degree in one of the fields listed above and two
years or more of relevant planning analyst experience.
◦Bachelor's degree in one of the fields listed above and three
years or more of relevant planning analyst experience.
◦Bachelor's degree in any field and a minimum of two courses in
research methods, analysis, statistics, project management,
planning or evaluation and four years of relevant planning
analyst experience.

•Experience conducting criminal justice research; connection to
robust and diverse networks of researchers and evaluators in the
field of study.
•Strong quantitative research skills including experience with
assessment development, norming, and validation along with
predictive analytics
•Computer skills that encompass databases designed for routine
reporting and correspondence and statistical analysis.
•Exceptional verbal and written communication skills,
presentation skills with particular expertise in communicating
research findings, data, and issues to non-research audiences.
•Knowledge and expertise in relevant areas such as criminal
justice, human service systems practice and policy.
•Organizational, analytical and planning skills that can
sustain the multi-faceted work of complicated initiatives, as
well as the specific activities of individual sites.
•Ability to: ◦Prioritize among multiple competing demands in
a manner consistent with the mission of promoting data-driven,
research-based decision making in the criminal justice system.
◦Make sound and seasoned judgment, including a demonstrated
capacity to both support and lead effectively when working with
criminal justice leaders, senior researchers, policy makers, and
advocates.
◦Work on a self-directed basis and as part of a team.
◦Work effectively with an increasingly diverse client
population.


Under facility licensing requirements, positions at the County
Home School and/or Juvenile Detention Center are required to
undergo a Department of Human Services Background Study (MS
245C.13). Convictions for certain crimes will have an effect on
your ability to be hired according to the disqualification
schedule listed in Minnesota Statute 245C.15. Individuals
convicted for any level of Criminal Sexual Conduct are
disqualified from being hired into any position within the DOCCR
under the Prison Rape Elimination Act (PREA). Other past
involvement with the criminal court system will not automatically
disqualify you from working at the DOCCR; individual
circumstances are reviewed and evaluated confidentially. If you
do not know your exact conviction information, you can refer to
your sentencing order or contact the county where you were
convicted.
