Property Management Specialist, Senior

THE POSITION

The Tax-Forfeited Lands section of the Property Tax Division seeks a Senior Property Management Specialist to manage tax-forfeited land and buildings including all aspects of property management of such property until it is sold or conveyed. This position will also monitor and coordinate contract compliance for major building maintenance and renovation projects undertaken on tax-forfeit structures, and manage cross-departmental and other community engagement projects for tax-forfeited properties acquired, owned or leased by the county.

The primary duties and responsibilities of this position include:
  • Manage all aspects of inspection and evaluation of newly acquired tax-forfeited property for current value, occupancy status and reuse potential
  • Develop plans for reuse, and coordinate, implement and supervise clean-outs of abandoned buildings, structures and other properties as necessary
  • Coordinate and oversee contractors for the securing and boarding, winterizing and other general maintenance of tax-forfeited property
  • Initiate and complete all technical and legal documents associated with the conveyance of land and buildings to former owner, purchasers, or other jurisdictions or agencies
  • Meet with elected officials or assistants, community organizations, municipal planners, private developers, and engage in cross-departmental project teams to collaboratively determine the highest and best reuse options for tax-forfeited properties
  • Administer and maintain a comprehensive record-keeping system for property and/or lease management activities and reports
  • Manage construction and renovation projects in tax-forfeited properties
  • Serve as point of contact for other county departments and external customers such as former property owners, staff from cities, Minnesota DNR, MnDOT, MPCA and provide expert consultation on the status of the tax-forfeit properties and options for disposition
  • Coordinate all necessary activities pertaining to tax-forfeited land and building auctions to general public and adjacent owners
  • Draft internal and external reports for a variety of customers
Best Qualified Candidates will have:
  • One of the following:
    • Bachelor's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization
    • Associate's degree in one of the above cited fields and three or more full-time equivalent years of experience in property management, building construction, building maintenance and contract management, space management, inspections, or environmental investigations
    • Five or more full-time equivalent years of the above cited experience
  • A valid driver's license and the ability to obtain a Hennepin County driver's permit
  • Knowledge of:
    • Principles and practices of property management related to the operations, construction and maintenance of buildings
    • Materials and methods used in environmental renovation, redesign and restoration of structures and buildings
    • Land acquisition procedures and property valuation principles and legal documents involved in property transactions
  • Experience:
    • With facilitating meetings and presenting to large groups
    • Initiating and completing technical and legal documents associated with the conveyance of real estate
    • Coordinating all activities related to tax-forfeited land and building auctions
    • Administering and maintaining a comprehensive record-keeping system related to property and/or lease management activities
  • Ability to:
    • Serve as the Subject Matter Expert internally and externally, including but not limited to representing Hennepin County at community events, testifying in court, and meeting with elected officials
    • Develop, implement, and evaluate building operations procedures; evaluate, monitor, and ensure compliance with contract specifications; coordinate several interrelated contracts simultaneously
    • Establish productive working relationships and communicate effectively with management, other county personnel, contract and construction bidders, and various community organizations
    • Interact with the general public who are involved in a tax-forfeiture situation
