DESCRIPTION OF WORK:

This position is responsible for providing technical assistance to Division of Workforce Solutions (DWS) staff statewide about the Work Opportunity Tax Credit (WOTC) Program. Interpret programmatic changes resulting from federal legislation and communicate these changes accordingly with workforce staff and business customers. Develop and perform routine quality checks on caseload processing date(s) from monthly reports into quarterly reports for the U.S. Department of Labor on WOTC activity for the state in agreement with the reimbursable grant. Prepare weekly forecasting reports for management for WOTC planning, activities and workflow results. Serve as the communication liaison between WOTC staff, federal representatives, DWS IT staff and external partner staff to maintain strong two-way communications around technology update/development needs. Coordinates the WOTC Program with employers and consultants. Provide effective working relationships with employers, consulting organizations, and state agencies.  

Determine and assign WOTC staff roles and responsibilities as technology is updated to new federal regulation changes. Distribute, review and manage work regularly to determine if problems exist and to determine staffing needs. Train staff on procedures used to operate WOTC online filing and processing system. Set goals and evaluate work performance according to State and Agency procedures.
 

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

  • Demonstrated experience in project oversight, strategic analysis and implementation of administrative policies and procedures associated with a business or program.
  • Demonstrated ability to communicate information in a written or verbal format to a variety of audiences to inform, influence or negotiate regarding programmatic issues.
  • Demonstrated ability to establish and maintain effective working relationships with personnel, officials, or the general public.
  • Demonstrated ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures.
  • Demonstrated ability to qualitatively & quantitatively evaluate processes and internal procedures to ensure effectiveness, and to develop and implement methods for improvement.
  • Demonstrated knowledge and experience planning, assigning and supervising the work of three or more subordinate employees including: performance management, training, and hiring decisions.
MANAGEMENT PREFERENCES - Experience with Work Opportunity Tax Credit (WOTC) program or other federally implemented manpower programs.
 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Graduation from a four-year college or university and three years experience in personnel, budgeting, research, or administrative management preferably involving participation in the planning and management of a business or governmental program; or an equivalent combination of education and experience.

Degrees must be received from an appropriately accredited institution.
