DESCRIPTION OF WORK:

This position is part of the Agricultural Services team within the NC Department of Commerce, Division of Workforce Solutions. The selected candidate will provide comprehensive employment and supportive services to agricultural job seekers and employers in the surrounding counties and work out of the Winston-Salem/Forsyth County NCWorks Career Center. The position requires extensive outreach activities and employment related services to the agricultural community. This includes providing priority services where legislatively appropriate, and applying a comprehensive knowledge of specific rules and regulations pertaining to targeted occupations, i.e., migrant and seasonal farm workers (MSFWs).  This position plans and set priorities and deadlines for completion of goals which includes visiting MSFWs at their housing and working sites to inform about employment opportunities and supportive services available to them through the NCWorks Career Centers. Principal among these duties are a knowledge of applicable Federal and State agricultural rules and regulations, Foreign Labor Certification (h-2a), conduct of Prevailing Wage and Practice surveys, and registration of Farm Labor Contractors (FLCs).  This position monitors activities by local office staff to ensure compliance of State and Federal agricultural regulations.  Special emphasis is placed on services to migrant and seasonal farm workers (MSFWs) to ensure that they are served comparably to the general applicant population. With respect to agricultural employers, primary emphasis is placed on assisting them in meeting their employment needs and helping them stay in compliance with various farm labor rules and regulations. This position serves as an area liaison to the agricultural employer community, MSFW supportive entities, and other government agencies. The position will maintain a productive service area employer relations program with primary focus on job order solicitation, dissemination of information, and resolution of labor problems.
 
 

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

 
 
  • Demonstrated knowledge pertaining to agricultural employment services for migrant and seasonal farm workers, agricultural employers, and various Federal and State farm labor rules and regulations.
  • Demonstrated ability to analyze, interpret, and evaluate information and conflicting opinions.
  • Demonstrated ability to apply the provisions of the Agency law, rules, regulations and procedures to specific cases pertaining to agricultural employment services for migrant, seasonal farm and related agricultural workers.
  • Demonstrated ability to communicate effectively in oral and written form, and to function as a resource for local office Career Center staff in a multi-county area.
MANAGEMENT'S PREFERENCES - Management prefers applicants who have Spanish/English bilingual capabilities in order to communicate with the large number of Hispanic workers in farm labor. Prior experience requiring independent decision making and judgment with regard to the independent working requirement of this position.
General knowledge of local farm practices.
 
 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Graduation from a four-year college or university and two years of experience in agricultural business operations or business experience dealing with agricultural problems; or an equivalent combination of education and experience.

Degrees must be received from appropriately accredited institutions.
