Contract Services Analyst, Senior

The Organizational Change Management's Contract and Finance Unit
of the Department of Community Corrections and Rehabilitation
(DOCCR) is seeking a Senior Contract Services Analyst to
coordinate and manage all phases of the department contract life
cycle from vendor solicitation to contract close out.

This position will be responsible for complex contract management
for a wide range of services including client therapy and
support, consulting, training, technical and medicals services
contracts, as well as receivables contracts and grant agreements.



The mission of the DOCCR is to promote community safety,
community restoration, and reduce the risk of re-offense.

The primary duties and responsibilities of this position
include: •Lead contracted services development and vendor
selection process, determine contract outcome requirements, and
provide technical contract related assistance.
•Manage the Request for Proposal (RFP) process and other
provider solicitations.
•Draft clear, concise, and legally enforceable final legal
agreements, reflecting all terms negotiated, in accordance with
county contracting standards.
•Analyze, interpret, and communicate federal and state rules,
regulations, and policies; ensure compliance with Hennepin County
Purchasing Rules and Minnesota Statutes.
•Monitor and evaluate vendor performance, contract compliance,
contract expenditures, and outcomes.
•Conduct meetings and trainings with vendors; maintain ongoing
communication and relationships with vendors and other
stakeholders; resolve contract related issues and complaints.
•Conduct on-site visits to evaluate vendor bids and assess
vendor performance and/or conduct financial/programmatic reviews
and site visits; issue corrective action plans.
•Manage projects or initiatives which include cost benefit
analysis, development of recommendations to policy and procedure,
coordination of project activities, and evaluation of current
practices.
•Provide support services to employees for grant
administration; review documents, collaborate with grant
partners, and assist with reporting.
•Function as a liaison between DOCCR program staff and internal
and external partners regarding contracts and purchasing awards
and requests.
•Recognize and respect cultural differences and provide
culturally appropriate services.
Best Qualified Candidates will have: •One of the following:
◦Master's degree or higher in business administration, public
administration, health care administration, public health, or a
social services academic area and two years or more of
contracting or purchasing experience.
◦Bachelor's degree in one of the above fields and three years
or more of contracting or purchasing experience.
◦Bachelor's degree in any field with a minimum of two courses
in business, public administration, healthcare administration,
public health or social services and four years or more of
relevant contracting or purchasing experience.

•Experience: ◦Managing all aspects of contracts including
administrative, legal, and programmatic components.
◦Analyzing and interpreting federal and state statutes, rules,
and regulations.
◦Working with federal, state, or local government
organizations.
◦Working on the development, measurement, and reporting of
program/area outcomes.
◦Preparing and presenting complex reports and other materials
to a variety of audiences.
◦Managing projects.
◦Using computer programs such as Microsoft Word and Excel,
Adobe Acrobat, PeopleSoft finance and procurement modules,
COGNOS, and SharePoint.
◦Establishing and maintaining working relationships with
internal and external contacts.

•Ability to work effectively with an increasingly diverse
client population.

Under facility licensing requirements, positions at the County
Home School and/or Juvenile Detention Center are required to
undergo a Department of Human Services Background Study (MS
245C.13). Convictions for certain crimes will have an effect on
your ability to be hired according to the disqualification
schedule listed in Minnesota Statute 245C.15. Individuals
convicted for any level of Criminal Sexual Conduct are
disqualified from being hired into any position within the DOCCR
under the Prison Rape Elimination Act (PREA). Other past
involvement with the criminal court system will not automatically
disqualify you from working at the DOCCR; individual
circumstances are reviewed and evaluated confidentially. If you
do not know your exact conviction information, you can refer to
your sentencing order or contact the county where you were
convicted.
